The successful passage of the 2009 budget leaves the Hungarian Socialist government politically strengthened, and we expect it to survive through 2009 on the back of de facto support from the Free Democrats. That said, we caution that policymaking will remain hamstrung through the medium term, due to the government's reliance on opposition support to pass legislation.
