Growth To Rise To 4.0%

The Russian and US governments agreed on a new nuclear arms control treaty on March 24, to replace the expired 1991 Strategic Arms Reduction Treaty (START1). The treaty will now proceed to the legislatures of both countries for approval. The agreement marks a major step forward in Russo-American relations, and could signal a renewal of progress on other bilateral foreign policy issues.
