Risks To 2012 EU Accession Target

Although we view positively the provisional closing of two further EU Acquis chapters on December 21, we still believe that Croatia will find it difficult to meet its 2012 target for EU accession. Indeed, we expect endemic public-sector corruption and outstanding issues relating to competition policy and the judiciary will require significant time to address. As such, accession before 2013 is becoming increasingly unlikely.
