November 2009 | Risk SummaryIn a move criticised by the opposition as curbing media freedoms, Kazakhstan's upper house of parliament approved a new law on November 19 which will introduce tougher punishments for invasion of privacy. Though Kazakhstan was required to meet several requisites ahead of chairing the Organisation for Security and Cooperation in Europe (OSCE) in 2010, we have long cautioned that reforms would likely fall short of the mark. This now appears to be the case, with limited efforts to improve press freedoms, political competition and recognition of human rights.
