Police broke up an opposition rally and arrested 20 people on September 16 in Minsk, a week after a similar number were detained at a demonstration against joint military exercises with Russia. The protestors were gathered on the tenth anniversary of the arrest of opposition activist Viktor Gonchar. Although the Belarusian President Alexander Lukashenko has recently freed some political prisoners in return for the lifting of an EU travel ban, the continued silencing of vocal opposition in the country supports our view that any progress on human rights and democracy in Belarus is likely to be tentative at best.
