Foreign Powers' Influence Will Remain Limited

While the Azeri leadership has further improved its relationship with a number of euro-Atlantic institutions and countries, we believe that the influence of the international community over Azerbaijan is limited. Going forward, we believe that the country will continue to balance its positive relationship with Russia and euro-Atlantic institutions, rather than only improving links with one particular side.
