The November EU progress report is crucial to the country's hopes of joining the EU by 2011. Zagreb is going to have to persuade the EU that more will be done on tackling corruption and graft, and that a concerted effort will continue into the medium term. Without at least a fairly positive report, there is a risk of reform momentum being lost
