Proposed Constitutional Changes Will Improve Institutional Development

We believe that proposed changes to Turkmenistan's constitution, which include plans to increase the powers of parliament, have the potential to improve democracy in the country over the long-run. That said, we caution that the proposals could be used by President Kurbanguly Berdymukhammedov as a way of increasing his influence over the Turkmen political system.
