April 2008 | Risk SummaryUkraine was dealt a blow to its ambitions to join the North Atlantic Treaty Organization (NATO) at a key NATO heads of government meeting held in Bucharest on April 2-4. The military alliance declined to sign a Membership Action Plan with Ukraine (along with Georgia) on grounds that the two countries were as yet not politically developed enough to join the organization.
