Early Elections: Tricky Times Ahead

Kyrgyz President Kurmanbek Bakiyev has moved to try and enhance his political base following his success in garnering popular support for his constitutional reform package in a referendum held on October 21, 2007. Under the new constitution, Bakiyev will be able to sack government ministers, and appoint and dismiss judges, but just as important for the President the electoral system has been changed from a single member constituency system, to a party list system.
