Putin For Prime Minister?

Vladimir Putin's decision to run for the State Duma under the banner of the United Russia Party indicates that the Russian president is looking to become prime minister as a means of retaining influence beyond Q108. Whether this will mean a fundamental shift in the balance of power to a more parliamentary system of government remains to be seen though, especially as changes to the constitution are unlikely.
