A New, But Unrecognised, Constitution

BMI View: A referendum in Nagorno-Karabakh has voted in a new constitution, though it is not recognised by the international community. Both Armenia and Azerbaiajn have expressed renewed optimism in moving closer to a resolution on the separatist province, though irrevocable differences remains, and upcoming elections will make reaching a compromise even harder.
