November 2006 | Risk Summary

A report issued in November by the European Commission on further expansion held out far from rosy prospects of Croatia meeting its 2009 accession target, using for the first time the phrase 'institutional capacity' to define the EU's organisational difficulties taking on new members. Our core scenario sees the country acceding in 2010-2011, although on many counts it already meets the democratic standards and political criteria for membership, and boasts a greater GDP per capita figure than Bulgaria and Romania.
