BMI View: Back-to-back visits to Uzbekistan from Japan and the EU suggest that the West may be ready to restore some kind of diplomatic relations with Tashkent, after the Andijon violence severed most ties last year. The economic gains for all sides are evident, though the authoritarian rule and human rights abuses in Uzbekistan will remain a key obstacle to renewed friendships.
