BMI View: Albania remains one of the more difficult countries in central and eastern Europe in which to do business, according to our own rankings and those of the World Bank's. The recently launched 'Albania One Europe' initiative should cut business start-up costs, but in order to improve the business environment legal systems will have to be improved, and massive infrastructure development must take place.
