As well as insubstantial legal measures for tackling institutional graft, progress in fighting tax evasion and bribery amongst ordinary citizens is likely to be hampered by price rises on the road to EU membership, and low Croatian wages compared with citizens elsewhere in the bloc. A recent poll showed only 40% of families are able to afford holidays on Croatia's Adriatic coast this year. Forty-six illegal tourist facilities have already been closed on the coast this season, and local newspaper Vecernji List recently cited a government report saying HRK1.4bn of taxes were not filed in
