December 2005 | Risk SummaryAlthough Croatia has made strong progress in meeting the political criteria necessary for EU entry, missing war crimes suspect Ante Gotovina continues to represent an obstacle on the path to Brussels. Despite the international tribunal accepting that Zagreb was fully co-operating in the search for Gotovina, we believe that nothing short of his arrest and extradition will satisfy the necessary authorities of Croatia’s readiness for full Union membership. We therefore asses the risk of further delays to the accession programme as high – and expect it to be influenced mainly by UN chief prosecutor, Carla del Ponte.
