With the UN envoy review of standards in Kosovo imminent, the country's plan for the decentralisation of powers to local Serb communities is showing few signs of progress. Kosovan Serbs, strongly advised by Belgrade, feel the plan is ungenerous, whilst some Albanians critics are concerned over the creation of clear ethnic divisions.
