Chief UN Prosecutor Carla Del Ponte has accused Belgrade of lacking the political will to arrest and extradite war crimes suspects, despite the appearance of twelve Serbian indictees at the international tribunal this year. Serbian policy to date has been to encourage voluntary surrenders, but this strategy may now have reached its limits. The precedent set by the EU in delaying accession talks with Croatia should signal to Belgrade that the issue of war crimes is taken very seriously in Brussels.
