Though still a long way off, Bosnia is making progress towards EU membership, with the establishment of a Stabilisation and Association Agreement (SAA) looking increasingly possible in 2006. Critically, the European Commission has praised the authorities in the Serb entity for recent efforts to transfer war crimes suspects to the tribunal in The Hague - an issue which had previously formed a key obstacle to further integration.
