EU leaders have formally agreed to make Croatia a candidate for membership of the bloc. Croatian Prime Minister Ivo Sanader is pressing the EU to consider the country's bid jointly with Bulgaria and Romania, which are aiming to accede in 2007. However, with Bulgaria having already completed the technical phase of negotiations with the EU, we believe that Croatia has a greater chance of forming part of a subsequent enlargement with Romania, should the latter fail to catch up with Bulgaria in the accession
