July 2006 | Risk SummaryDefence Minister Serge Sarkisian has been appointed vice-chairman of the ruling Republican Party of Armenia (HKK), which is looking to consolidate its position before parliamentary and presidential elections in 2007 and 2008 respectively. The EU has warned that the conduct of these consecutive ballots will be crucial in determining Armenia's progress in bilateral ties with the bloc. Whilst Sarkisian has expressed his confidence that the upcoming elections will be the "best" in Armenia's history, it is exactly these previous blemishes that leave BMI far less optimistic of either vote passing without controversy.
