Another senior cabinet member has been fired by President Saparmurat Niyazov. Constant reshuffling in government precludes any policy continuity, whilst the president's unchecked authority continues to dominate all aspects of domestic politics, economics, culture and society. In the long term, the dearth of qualified and experienced personnel, and lack of democratic framework, will pose a serious problem when Niyazov finally vacates his position.
