BMI View: Democracy in Azerbaijan is slipping, according to several international surveys, at the same time as its international standing is firmly on the up. We do not believe there is a great risk to political stability in the short term, though the next presidential elections - due in 2008 - will provide another benchmark for democratic reforms.
