False Hope?

On February 10, the presidents of Armenia and Azerbaijan will meet for a summit on the future of the disputed Nagorno-Karabakh region. Diplomacy between the two has increased over the last six months, increasing hope that a breakthrough might be within reach. However, we remain sceptical of any major progress in 2006, with any agreement likely to be significant predominately for its symbolism rather than tangible effect. That said, the drive to resolve the status of Kosovo should encourage greater effort in negotiations in frozen conflicts throughout the former Soviet region, which is preferable to maintaining the status quo
