The pro-Western orientation of President Saakashvili’s administration is exemplified in his ambitions to join NATO in 2009. Becoming a member of the military organisation would boost the international standing of the tiny republic, as well as offering heavyweight support in its diplomacy with Russia – a move that would be likely to irritate Moscow.
