Turkmenistan has been ranked among the world's three most corrupt states in the world, according to Transparency International's 2005 Corruption Perception Index. The CPI is a composite survey, reflecting the perceptions of business people and country analysts, both resident and non-resident of 159 nations worldwide. Although all of the Central Asian republics scored poorly in the annual survey, Turkmenistan's score dropped from 2.0 in 2004 to 1.8 this year, out of a clean score of 10, placing it at the bottom of the list with Bangladesh and Chad.
