August 2005 | Risk SummaryThe Ukrainian-born plan to resolve the conflict between Moldova and the separatist region of Transdniestria appears to have been welcomed by both parties, although there remain many obstacles to a peaceful outcome. Transdniestria leader, Igor Smirnov, has reportedly agreed to co-operate with the scheme, as did the Moldovan parliament in early July. However, Chisinau continues to refuse to negotiate directly with what it calls 'criminals' in Tiraspol, and has also called for a complete withdrawal of Russia's military from the region - a condition that was not stipulated in the original proposal and might be unrealistic.
