The Lithuanian parliament has voted by a narrow margin to impeach President Rolandas Paksas for violating the constitution and his oath of office. However, before leaving office, Paksas issued a decree which will require the parliament to commence a formal impeachment investigation into parliamentary speaker, Arturas Paulauskas, who Paksas blames for revealing details of links between his administration and Russian organised crime.
