Poland's bilateral relations with neighbouring Belarus have deteriorated appreciably in the light of the expulsion of a Polish diplomat from the Belarussian capital, Minsk. The broader political context to this situation is growing fallout over the position of Polish citizens living in Belarus. Given Belarus's suspicion that Poland is trying to ferment the kind of social tensions that recently ended in the downfall of pro-Russian governments in other ex-Soviet states, we are of the view that Poland should exploit the EU dimension of its foreign policy resources as a means of resolving the current
