The superior spending power of Azerbaijan - due to its oil resource wealth - and years of acquiring advanced military technology and weaponry, could embolden the Azerbaijani government to act in the near future. Azerbaijan has continued to stake its claim on Nagorno-Karabakh since the Armenian occupation and the onset of a secessionist movement by the majority ethnic Armenians living in the region in the 1980s. Returning Nagorno-Karabakh to Azerbaijani control, therefore, could prove to be a key electoral platform for the incumbent president, when he stands for re-election in October 2013.
