The underlying reasoning is that, although the decisions taken in this assembly are binding only for euro-countries, all other countries nonetheless face the consequences. Furthermore, Poland, which is expected to join the euro over the coming years, wants to shape the institutional framework to which it will belong. The latest draft of the EU's new fiscal compact makes, however, no mention of any presence of non-eurozone countries at EU common currency bloc meetings.
