December 2011 | Risk SummaryMoldova's parliament has once again failed to elect a president, extending the political stalemate and setting up what could be the country's fourth parliamentary elections since 2009. On December 16, The Alliance of European Integration (AEI) failed to get the 61 votes (out of 101) required to get its candidate, Marian Lupu, in the position, after the opposition Communist party abstained. Parliament will have one more attempt to elect a president in January, or it will have to dissolve and run fresh elections. Though the presidential position is largely ceremonial, the inability to elect one exposes the country's deep political divisions, which will continue to restrict policy formation in the near future.
