December 2011 | Risk Summary

Tension at the border between Serbia and Kosovo has been on the rise, as 25 Russian trucks carrying aid for ethnic Serbs living in northern Kosovo were blocked by EULEX at Jarinje on November 14. EULEX and US peacekeepers suspected the aid − canned food, blankets, tents and power generators −was not destined for the general population, but for those manning roadblocks set up by ethnic Serbs in resistance to the government in Pristina. The claim was reinforced by the convoy's refusal to be escorted by EULEX's forces. This episode merely marks the latest chapter of a tense story that has been developing in northern Kosovo since July.
