November 2011 | Risk SummaryIn an encouraging development for Albania's political landscape the government and the opposition agreed to cooperate on electoral reform on November 17. The socialist opposition, led by Edi Rama, had refused to participate in parliament due to its belief that Albania's 2009 elections were rigged. Following pressure from the European Union Rama has now agreed to cooperate with Prime Minister Sali Berisha, with reforms set to be aimed at meeting 50 recommendations made by the Organisation for Security. EU Enlargement Commissioner Stefan Fule commented that the agreement represents a "decisive step towards the normalisation of political relations in the country".
