November 2011 | Risk SummaryThe Bulgarian government is continuing in its efforts to accede to the Schengen visa-free travel zone following Finland and the Netherlands' vetoes on Romania and Bulgaria's proposals in September. The Finnish government recently stated it would be willing to lift its veto on the Balkan countries' bids if the process was done in two stages and if certain conditions were met. The key issues behind September's vetoes were concerns over lax efforts in tackling corruption and organised crime.
