Two Belarusians, Dmitry Konovalov and Vladislav Kovalyov, who have been charged with planning a bomb blast on the underground system in the capital Minsk in April that left 15 people dead , are now facing the death penalty after a state prosecutor requested capital punishment as he was addressing the court. The two individuals have also been linked by officials from the justice department to previous blasts. Belarus is the last country in Europe that still uses capital punishment, and along with other human rights concerns, this is reportedly a primary reason why the country is not a member of
