October 2011 | Risk Summary

A draft law ratifying a US-Romanian agreement on the deployment of US missiles on Romanian territory was approved by the Romanian government on October 20. The law will be put before a parliamentary vote before end-2011. The bilateral agreement, allowing the US to deploy defensive ballistic missiles in Romania, was signed on September 13 in Washington at a meeting between Foreign Affairs Minister Teodor Baconschi and US Secretary of State Hilary Clinton. Approval of the law by parliament will bolster relations with the US, but threaten to further long-running political tensions with Russia.
