July 2011 | Risk SummaryWhile all three Caucasus states score poorly in our security/external threats category of our short-term political risk rating, this is largely due to the existence of 'frozen conflicts' in the region. We currently do not envision an escalation of tensions between Armenia and Azerbaijan, though note that a full-scale military confrontation cannot be ruled out. However, Armenia currently underperforms in the policy continuity category of our rating on account of a history of unconstitutional changes, not least with the controversy surrounding the election of President Sarkisian and the subsequent eruption of violent protests, which has overshadowed his presidency ever since.
